2023 DAF MODELING AND SIMULATION (M&S) SUMMIT
The Department of the Air Force (DAF) Chief Model and Simulation Officer (CMSO) in conjunction with the United States Space Force (USSF) Chief Technology and Information Officer (CTIO), USSF is hosting the 2023 DAF M&S Summit in Albuquerque, NM on May 9-11, 2023.
- CMSO Mission: Advance warfighting lethality by collectively forging reusable, common, and interoperable M&S-enabled capabilities yielding informed decisions on investments and competitive advantages vital to air, space, and cyber power.
- CTIO Mission: Assists the Secretary of the Air Force (SecAF), other Secretariat offices, and the Chief of Space Operations (CSO) to develop the United States Space Force (USSF) vision, capability needs, and advancement of emerging technologies; employ cutting edge technologies to digitally transform the USSF; assure USSF Information Technology (IT) needs and conduct analysis supporting the Office of the Chief of Space Operations staff.
2023 M&S SUMMIT GOALS
- Provide increased and shared awareness of DAF M&S Ecosystem and capabilities.
- Provide a forum for shared information, ideas and connection of M&S professionals across the DoD, Industry, Academia, and International Partners.
ABSTRACT & PRESENTATION SUBMISSION GUIDELINE STEPS

- Prospective authors are requested to submit a brief unclassified abstract (max. of 200 words) on one of the Topics of Interest listed below.
- Abstracts should be a summary of the final presentation. Authors should identify both the Focus Area and Track Number they are addressing. Also discuss the background and motivations for the selected topic, explain the abstract’s main contributions, a list keywords/concepts and include examples of results, if available.
- Authors submitting abstracts are encouraged to include as many details about their work as possible to help reviewers make informed evaluations.
- Authors are asked to submit their unclassified abstracts for review by the M&S Technical Review Board through the CMSO Workflow email: SAF.AQ-CMSO.Modeling-Simulation@us.af.mil prior to the published deadline of 17 March 2023.
- Authors will receive an email confirmation for receipt of the abstract from the CMSO Workflow email: SAF.AQ-CMSO.Modeling-Simulation@us.af.mil.
- Authors are highly encouraged to begin reviewing their organization’s public release and security protocols / timelines needed to gain Distribution Statement A for their final presentation.
- The M&S Technical Review Board will assign the submitted abstracts to the appropriate Track Chairperson/ Co-Chairperson for review and evaluation 24 March 2023.
- Authors will be informed (via email) if their abstracts were accepted, rejected, or selected as an alternate (backup brief) by the Track Chairperson no later than 28 March 2023.
- Once the abstract is accepted, we highly recommend authors begin drafting a conference PowerPoint presentation and follow their organization public release and/or security process for Distribution Statement A: Approved for public release; distribution unlimited.
- The authors shall be responsible for obtaining Distribution Statement A approval via a signed memo from their home organization’s security and public affairs officer prior to submission.
- Authors are required to email the Final Presentation Package to CMSO Workflow email: SAF.AQ-CMSO.Modeling-Simulation@us.af.mil. The document package for the conference presentation should include the following:
- A signed Distribution Statement A memo for approved for public release from their home organization’s security and public affairs officer.
- A brief biography and picture of the author
- The final version of the conference PowerPoint presentation labeled Distribution Statement A.
- If authors are unable to present their presentations in person, we request they designate an alternate briefer to present their brief.

Focus Area #1 – M&S Enabling Resilient Space Capabilities
Track #1
M&S Techniques/Analysis for Resilient Space Capabilities
Satellites systems enable our way of life, and we depend on their capabilities for weather, financial services, agriculture, national security, and many other applications. As countries have developed and demonstrated a diverse array of counter space technologies, there is increasing likelihood that the future battlespace may extend to the space domain. Presentations are sought to discuss the design, development, and current/future use of M&S techniques/analysis to support a resilient space domain. Other areas of interest include M&S methods of Space Mission Assurance which comprise of defensive operations, reconstitution, and resilience.

Standards and Governance (Part 1)
Presentations are sought that addresses M&S standards and governance for realizing an M&S Ecosystem which enables integrating Land, Air, Sea, Space and Cyber into multidomain operations. Topics of interest should include: common international standards and experiences in using them: NATO’s Federated Mission Networking (FMN), SISO’s Space Reference Federation Object Model (SpaceFOM); new and existing standards governance structures, challenges, and how they will meet the needs of the DAF in the future.

M&S Challenges and Solutions
Presentations are sought that examine challenges and potential solutions to developing and using M&S in support of the DAF and national defense. General challenges and solutions topic areas could include, but are not limited to: infrastructure, tools, culture, data, and policy. Areas of interest include examining how the current method of funding programs and contract language discourage sharing of models across the modeling and simulation community within the USAF, USSF, other services, and our Allied partners and discuss how this can be changed. How can the government work with Industry to make a cultural shift in how data is owned, shared, and reused? Is there a government-owned option, solution, or a work around to these contractual constraints?

Digital Transformation (Part 1)
The Department of Defense’s desire for faster delivery of new capabilities is transforming defense acquisitions. Digital Transformation aims to address the difficulties of managing complex and evolving weapon systems over their lifecycles. For example, the Space Force plans to foster an interoperable, resilient, and secure Digital Engineering Ecosystem (DEE) that will enable Guardians to rapidly mature innovative concepts into integrated solutions and deliver critical warfighting capability faster. Presentations are sought to learn how the Air Force and Space Force will drive Joint/ Coalition, all-domain solutions in, from, and to space, exploiting advantages provided by interconnected infrastructure and an innovative, digitally fluent workforce through Digital Transformation.
Focus Area #2 – M&S Integrating Space Capabilities into Multi-Domain Operations
Track #1
M&S Techniques/Analysis for Multi-Domain Operations
Presentations are sought on the development and use of modeling and simulation techniques and analysis to enable resilience in multidomain operations. Resilience is defined as the capacity to recover quickly from difficulties. Presentations should address how current and future M&S techniques and analysis are used to develop, integrate, assess, and operate resilient space architectures in multi-domain operations. Resilient space architectures must continue to deliver space generated products and information even through contested, degraded, or operationally limited (CDO) environments and situations critical to meeting multidomain needs.

M&S to Support Joint/ Coalition Operations
Desert Storm showcased the advantages of integrating air and space into Joint and Coalition operations. The ability to train, execute, and support Joint and Coalition operations will be decisive in a near pear conflict. Presentations are sought to address how M&S supports training, execution, (logistics, sustainment), and other aspects of Joint and Coalition Operations.

Verification, Validation & Accreditation (VV&A) Models and Simulations
Verification, Validation & Analysis (VV&A) incorporates three distinct processes: Verification (“Did I build the thing right?’), Validation (“Did I build the right thing?”), and Accreditation (“Is it believable enough to be used?”). These are three interrelated processes to gather and evaluate evidence to determine whether a model or simulation’s capabilities, accuracy, correctness, and usability are sufficient to support its intended uses. Presentations are sought from government and industry experts on the M&S VV&A approaches, challenges, and opportunities to overcome them.

DAF M&S capabilities depend upon commercial, industry, and government infrastructure. Presentations are sought to discuss innovative ways the M&S community is using existing infrastructure to meet DAF needs, challenges, and future concepts. Topics should address use cases, technology, challenges, and innovation in areas of integration of government and industry infrastructure, off-prem and hybrid computing and networks concepts, Cloud Computing, High Performance Computing, etc. Presentations on Joint and Coalition partner infrastructure perspectives are of special interest.

Emerging M&S Technologies
Presentations are requested to discuss state of the art/ emerging technologies/capabilities and their use cases and impacts to the M&S community and warfighter. Topics could include quantum computing, Artificial Intelligence/ Machine Learning, synthetic environments, immersive technologies, metaverse, etc.
Track #4
M&S Security
Network-based architectures are ubiquitous in DAF systems and securing them is a growing concern. Presentations are sought on how M&S is enabling security of DAF systems. Topics of interest include, but are not limited to: M&S of cyber threats, how M&S supports cyber and physical security against aircraft, support equipment, logistics supply chains, facilities, M&S tools/ environments, the use of training simulators to assist cybersecurity, etc.
